Andrew Howard

Andrew  Howard  is the Cognitive Solutions Chief Architect at Perspecta. In this role,  Andrew  leads a team that helps aerospace and defense industry customers design and implement solutions using advanced analytics. 

Before this role,  Andrew  was the Senior Advisor to the Chief Scientist at the Office of Naval Research, where he focused on creating an Artificial Intelligence strategy for the Department of the Navy.  Andrew  represented the United States as a Subject Matter Expert on The Technical Cooperation Program, an international organization that collaborates in defense scientific research.  Andrew  has been a member of multiple study and policy teams, including assessing the health of the Defense Manufacturing Industrial Base and reviewing proposed merger and acquisition activity for the Committee on Foreign Investments in the United States (CFIUS). 

Andrew  is perusing an M.B.A from the Wharton School, the University of Pennsylvania. He holds an M.S. in Aerospace Engineering from the Georgia Institute of Technology and a B.S. with honors in Aerospace Engineering from the University of Maryland College Park.
